The solution to this is to make the inserters be on the same side, by making the ore/coal belts pass between the 2 lines of furnaces. So the more efficient design is: (by column) 1. steel/coal belt. 2. Inserters for coal into steel smelting AND inserters from steel smelting to belt. 3. and 4. Steel smelting.

You should offset the beacons so you have the gap in the middle instead of near the belt. That way the iron smelter on the 'left' gains an extra beacon. Smelters on the right are already covered by 6 beacons. Also 4 blue belts output is overkill, this won't do more than 1.5 belts from 5 belts of ore.
