For official, the Devs usually announce if it's a wipe or not. Can't see any evidence. Typically if it's a huge overhaul it's wiped, or if there's a technical issue that requires them to wipe. If it's just minor changes they leave it. Doubt we will see a wipe, the last patch bought an unintended wipe and 1.20 had the intended wipe.
