No it is not a bad ECM. The white wire that feeds power to the keyswitch gets power from the power distrobution panel on the engine. There is no fuse on the battery. The main battery cable runs up to the starter solenoid. Off the starter solenoid there is another wire that feeds power to the panel. There are 2 fuses in there.
