"Tob" can be story mode, normal normal, hard mode. you do not have to finish tob, it has to be story mode tob (way easier). Honestly if you just want quest cape, I would go to W416 or something and ask someone for 1 kc carry :) or if you got friends who tob, you could ask them for 1 kc in story mode.
