After you deactivated all your mods, switch *a single* mod on and try again. If that works, add mod per mod until you found the mod causing the issue. AFAIK PDX has altered a lot of stuff in 3.0 concerning modding and it may well be that old commands in certain mods will cause the game to fail at startup.
