They took a lot more XP to level up then everyone else so they bottom out quickly. You CAN overpower the lower tier Personas but it takes some creative fusing and a lot of grinding. No Persona, other than the later game ones, are worth keeping really. You need to be fusing constantly, once a Persona learns all of its skills (and even before then really) it's time to move on and fuse it off.
