Tractor. Ford 1215. I have measured with key on and off same readings each time. Battery is hooked correctly although im not positive prior owner did not hook it up incorrectly. Seat and neutral safety switches have been bypassed, and I can turn the key and it turns over with zero issues. When I saw the initial pics, I noticed the condenser & coil config were identical to mine in a 1986 318 w/B43G. The later pics confirmed yours as a 1983 318 B43G machine.
