90% sure it won't be like that. They have pretty much every anti consumer BS of modern gaming in there. Doubt they would not add this one. Maybe they will segregate the heists and rest of the stuff, and heist will be free for all (to justify worsening microtransactions) and the rest of the DLCs will be locked behind paywall.
