They should not be available, but Dawnstart chest is there due to a bug. You are actually just clearing the merchant inventory from the Khajiit caravan that travels between Dawnstar and Riften.
In all seriousness Bethesda did not patch this out. At least in oldrim. There was a day where I tried to find it back on 360, looked in the exact spot it was supposed to be, and couldn't find it. Naw it shows up on my 360, but not on my ps4, and I did not upgrade to newest version cuz it would disable some of my mods.
Well, all merchants actually have a chest somewhere in the world, so you can't directly steal all of their money and wares. These chests are usually hidden underground, not accessible to the player. However, a chest outside in Dawnstar for one of the Khajiit caravans is accessible but invisible via a specific area of the city.

It's basically their inventory. Whenever I get low on money, there's one in Dawnstar that's super easy to find. It only appears when the kajhit caravan is outside Dawnstar though. Edit: just watched this video, interesting he says to wait for the kajhit to be gone. I'll have to test the Dawnstar one to see if it's the same.
