Cold is not much of a threat at all in this game because you're never too far from shelter and you can warm up with extremely easy to obtain food. I never even found the reinforced diving suit. The game is easily beatable without it. reinforced suit decreases the damage dealt to you, and the stillsuit creates water every 30 minutes or so. seeing as water takes a fabricator to make, whilst food you can just find on the ground until you can cook some, the stillsuit is very useful when exploring and saves inventory space.
