Luffy didn't fight Shanks, he fought Kaido, the strongest living. Obviously he is the main character so he will become stronger but he isn’t there yet. Luffy still have gear 5 limits, possibly haki limits and is still learning to master haki. Shanks has incredible haki and combat feats already in just a couple panels.
In my opinion Kaido will be the strongest antagonist Luffy will go against in terms of strength and power, but, there are definitely still fights that will hold more emotional value for Luffy, Blackbeard and Akainu specifically.
