They figured out they can get away with telling customers that consuming 1 quart of oil per 1-2000 miles is "normal." I don't really understand the question here. First service, which includes an oil change, checking the valve/tappet clearances and adjusting if necessary, is to be done at 600 miles. However, if you're curious about when the engine will actually start acting broken in and showing you what it can do, that'll be closer to 1000 miles.
