A 9k fleet losing to a 5k fleet would most likely indicate you have bad tracking. If you can't hit the enemy effectively, this can easily allow weaker fleets to chew you up. Carriers deal with this nicely, as Strike Craft have 100% tracking and accuracy and thus can never miss.
