There are guns in the military base, just not all that many. It has a pretty ordinary armoury, but I noted no military-specific loot there. The only place I've found M16s and the like is at the military checkpoint near Louisville. Military base definitely isn't worth the sheer hassle of going there, it should be given a proper road in my opinion.

A Military Backpack also has more Weight Reduction (87%) than a Large Backpack (85%). Which means a full large backpack weighs 4.65, while a full military backpack weighs 4.24.Some other maps with custom tilesets are Midriver and Overlook.
