The fuel strainer on the Rubicon & 350 Rancher is on the fuel pipe inside the fuel tank .. To clean/check it you have to remove the 2 bolts holding the petcock on the bottom of the fuel tank .. Definately shouldn't be wet (sign of plug fouling). As for the filter.It's around $15 and should be part # 16706-HN8-A62. Take the fuel filter assembly off by taking off the right side cover like kentco said. You don't need to take off the mud guard but will need a small ratchet w/ a 10mm socket for the 1 bolt to the right of the fuel pump.
