When a dwarf is in the army they have a backpack full of rations. When they stop training they take the backpack off and dump the food out to get the pack ready for next use... leaving the food on the ground. Solution, remove all backpacks from the fortress unless you want to send them army on a mission out of the fortress. #1.

Re: Miasma, dead animals, priority. For the dead giant hamster, check if the body is located in a non-pathable tile. All workshops have some non-pathable tiles, and statues and archery targets are also non-pathable. If an item lands in one of those tiles, your dwarfs cannot get to the item and you need to deconstruct the building. I usually have a refuse room with doors behind a hallway, also separated from the fortress with doors, to create an air chamber. Food stockpiles cover the meat, but the other stuff may rot still, especially if its not on its own stockpile (i.e. the refuse one). Make sure you have a good sized refuse stockpile for the other stuff the butchers shop makes. Also, you can see whats in the butchers by using T and hovering over the shop to see whats in there that might be rotting.

When everyone is out of the room, lock the door (to make sure no one is standing on the trapdoor) and tell a dwarf to pull the lever, dumping the garbage dump into the magma sea.
