It’s dependent on how you place and not which side you’re standing on when you’re actually building the parts of the fence. But yes, you’d either have to place it from the inside or stand outside and rotate the fence kit before placing it. It only actually lets you build from the inside part of the fence so you’ll know if you messed up.

The problem is that the people putting them are getting smarter (*shudder*) and are placing them so it's really hard to remove/bypass.
