Assuming people handwave that you can't actually dual wield them, a fighter dual wielding 2 hand xbows with xbow expert and sharpshooter would be as strong or stronger than any other class in 5e. d6 + 10, no range penalty, no 1/2 or 3/4 cover penalty, no close up penalty. Twice per round minimum and only going up from there due to extra attacks.
